How many sites do you consider will link back to you? Within the hundreds and thousands I would presume. A number of these links being of no relevance. Google understand this and they know that webmasters can not manage who links back to them.
We are always told to have great content on our sites. If we do this then hundreds of websites will link back. As mentioned Google understand this. The only method I can see a website being penalised is if they made hundreds of backlinks a day from relevant websites as this may look like you have used some kind of backlink farm.
